OBC Monitoring

We have rolled out a new UI page linked to our billing provider to all production customers. The new Plan page provides a view of Outerbounds credit consumption. Customers who are not on usage based pricing can go to the Plan Link under the Admin section and get a sense of what Outerbounds credits (OBC) equivalent spend is. Additionally, customers who are on usage based pricing get the additional "View Invoices" button.
